지역안전거버넌스의 구축의 한계와 과제: 정책사례분석을 중심으로

Abstract

이 논문에서는 국내외 관련 정책 사례를 통하여, 성공적인 지역안전거버넌스 구축을 위한 구성 요소를 도출하였다. 여기서 제시한 요소들은 1) 지역주민 중심의 의사결정 체계, 2) 다양한 행위주체 간 협력 관계 구축, 3) 지역의 위험 요인에 대한 이해와 분석, 4) 지속가능한 프로그램의 마련과 운영, 5) 제도화 노력, 6) 지속적 평가와 개선 등이다. 이러한 요소들을 바탕으로 다양한 국외사례와 국내의 방재마을 만들기, 안전도시, 마을안전망구축 사업 등을 살펴보았고, 그 성과와 한계를 정리했다. 그리고 향후 보다 바람직한 지역안전거버넌스 구축을 위한 정책 과제를 제시했다.

To build good governance for safety management in local communities, this paper suggests the following principal components: 1) citizen-led decision making system; 2) partnership among various stakeholders; 3) understanding and analyzing of local risk factors; 4) operating sustainable programs for safety enhancement; 5) institutionalization; 6) ongoing evaluation and improvement. Given these components, this paper reviews the examples of the local governance for safety management in Korea as well as worldwide and investigated their accomplishments and limitations. Finally, this paper proposes policy recommendations for better governance of safety management in local communities.
